On 11 December 1792, Governor Phillip sailed for home and left the settlement in the hands of his lieutenant, Major Francis Grose.
Very little has been written about this period of administrative control that followed, yet it was probably then that the seeds of the Rum Rebellion were sown. It was Grose who ousted the civil magistry and placed all power in the hands of the military. It was Grose who increased the soldiers' rations at the expense of the convicts - a practice Phillip had carefully avoided.
The Interregnum, as this period is known, emerges as a time of extraordinary interest. (book flap)
