Part 1 deals exhaustively with the official aspects of the Scheme, from the concept of "development before settlement" in 1904 to its rationalisation in 1925 under the experienced organisation of the Agricultural Bank. Gabbedy deeply analyses the politics that motivated the Scheme's development.
Part 2 deals with the relationship between Group Settlement Scheme and the people caught up with it. Jack Gabbedy worked for over fifteen years on the Scheme and was acutely aware of the settler's ongoing issues.
