Mornington, in the 1930s, was a small fishing village of approximately 2000 permanent residents. Even so, it served quite a large country and hilly district for retail and health services.
The Victorian Bush Nursing Association had been formed by this time and proved its worth arousing public interest and funds to establish a hospital in the area.
